A surge absorber and method of manufacturing the surge absorber are provided to control the gap between the second gap electrode and the first gap electrode by the thickness of the sheet and to easily form the uniform gap. The first and second external terminals(12,14) are formed in one of the outer side surface of the container(40). The third external terminal(18) is formed in the other outer side surface of container. The first gap electrode is isolated from the first and the second external terminal in the container. One end of the first gap electrode is connected to the third external terminal. One end of the second gap electrode is connected to one external terminal of the first and the second external terminal. The other end is separated from the first gap electrode. The discharge medium(42) is connected to the first gap electrode and the second gap electrode. The inner electrode is connected to the first and the second external terminal in the container.
