A reactor cover, a hydrogen generator including the reactor cover and a fuel cell power plant system having the same are provided to make easily the reactor cover by prevent the short and removing the unnecessary wire. A reactor cover(100) generating the hydrogen by disassembling the transmitted aqueous solution comprises a base panel(110); a control units(120) combining to one side of the base panel in order to control the hydrogen generating reaction; a circuit pattern(130) embedded in the base panel in order to electrically connect with the control unit; and an electrode pad(140) formed in the other surface of the base panel to electrically connect to the circuit pattern.
