An apparatus and a method of stabilizing a service of a network security system are provided to bypass a packet, which is input based on a full state coping mode when an IP packet queue is full, through a network. A filtering unit(110) filters traffic data of a packet unit. A storage unit temporarily stores a packet which is determined normal based on the filtering result. An intrusion detection unit(140) detects whether to attach a packet successively read from the storage medium according to a predefined intrusion detection policy. When a packet is stored from the storage unit, a control unit(150) determines whether a free space exists. If the free space does not exist based on the determination result, the control unit bypasses the packet through a network without storing the corresponding packet in the storage unit based on the full state coping mode.
