IMAGE CODING APPARATUS AND IMAGE CODING METHOD

An apparatus and a method for coding an image are provided to perform coding by using a quantization parameter and to produce the quantization parameter to match the amount of generated codes with the amount of target codes. An apparatus for coding an image comprises the followings: a first coding unit(1) predicting quantization parameter and quantization matrix by coding image data; a second coding unit(2) amending the quantization parameter based on an error between the amount of generated codes and target codes; a third coding unit(3) coding the image data by using the amended quantization parameter.
