A system for providing a message multi-transmission service and a device therefor are provided to transmit a voice message to a plurality of multi-transmission receiving terminals by a communication line in a wire telephone network. If multi-transmission is requested through a defined FSK signal method from a multi-transmission request terminal when a communication line is connected by calling a multi-transmission requesting terminal in a wire telephone network, a text message service server(40) receives a voice message from a multi-transmission terminal designated from the multi-transmission requesting terminal. The text message service server transmits the voice message to a multi-transmission receiving terminal. An exchanger(30) connects communication lines between the text message service server and the multi-transmission originating terminal, the text message service server and the multi-transmission receiving terminal and the multi-transmission receiving terminals.
