A universal design assessment system for evaluating the universality of a design of a product which is developed or developing is provided to evaluate whether assessment target complies with the universal design. A universal design layer(11) analyzes a design principle. It is comprised of fairness, flexibility, intuitive usage, accessibility, safety, and assessment items(20). A good design layer(12) is comprised of 5 the estimation item of the originality, esthetics, functionality, quality, and the marketability. A technique layer(13) examines the necessary elemental technology. A design concept is recognized whether to be useful of the design concept. An item layer(14) determines the elements of the estimated-targets design about sufficiency the demand of user.
