The method involves decoding an encoded low resolution image (1.3) for obtaining a decoded low resolution image (1.4), and hierarchally cutting the decoded low resolution image into blocks whose size is depended on a content of the decoded low resolution image. An over-sampler filter is selected for each block to obtain an over-sampled block. The obtained over-sampled block is compared with the block of the low resolution image. A base layer containing the encoded low resolution image is multiplexed with an enhancement layer (1.7) in a generated video stream.
