<P>PROBLEM TO BE SOLVED: To provide a semiconductor device having a secure IC chip (first semiconductor chip) operated by both high power supply voltage and low power supply voltage and a nonvolatile semiconductor storage chip operated by low power supply voltage, and operating a card without giving bad influences on the nonvolatile semiconductor storage chip when high power supply voltage is supplied with the card for supplying voltage from the power supply terminal. <P>SOLUTION: The semiconductor device has a voltage supply blocking part BlkIC which is connected to a power supply terminal Vcc supplied with first power supply voltage and second power supply voltage higher than the first power supply voltage and a ground terminal GND supplied with ground voltage, supplies a nonvolatile semiconductor chip Mem with voltage when the first power supply voltage is supplied, and stops supplying the nonvolatile semiconductor storage chip Mem with the voltage when the second power supply voltage is supplied.
