PROBLEM TO BE SOLVED: To provide a polarization rotation element that can be easily mounted without requiring a highly accurate manufacturing process. SOLUTION: The polarization rotation element is equipped with, for example, a lower clad layer 101 composed of silicon oxide (refractive index 1.444) and a core section 104 composed of a first core 102 and a second core 103 arranged on the lower clad layer 101. The core section 104 is, for example, constituted of silicon (refractive index 3.478). The first and the second cores 102, 103 comprising the core section 104 are arranged extendedly in the one direction (waveguide direction) and are formed in a different width which is vertical to that direction and parallel to the lower clad layer 101.
