PROBLEM TO BE SOLVED: To provide a thin, small, highly accurate, and highly stable piezoelectric device which prevents a short circuit between an input/output terminal and an external connection terminal and does not cause malfunction of the piezoelectric device, and a manufacturing method of the device. SOLUTION: The piezoelectric device 10 equipped with a piezoelectric vibration chip 16, a circuit element 15 and a package 11 has a circuit element 15, a piezoelectric vibration chip 16, and a package 11 having a plurality of electrode terminals electrically connected with the circuit element 15 or the piezoelectric vibration chip 16 on its external surface. The electrode terminal has at least an external connection terminal 12 used to connect with an external circuit substrate and an input/output terminal 13 from which its electrode part is removed after performing input/output processing of data related to the piezoelectric device 10 to the circuit element 15.
