PROBLEM TO BE SOLVED: To shorten a determination time while using a measurement value of a frame error rate in reception data in an antenna selective diversity system. SOLUTION: A control unit 11 includes a reception state determining means 19 for determining a reception state, the reception state determining means 19 includes a reception electric field strength determining means 19a for comparing and determining whether a reception electric field strength of a radio wave is equal to or higher than a predetermined threshold and whether a measurement value of the reception electric field strength of the present time is equal to or higher than the measurement value of the reception electric field strength of the previous time, and a frame error determining means 19b for measuring a frame error rate of a reception signal, determining whether the frame error rate is equal to or higher than a predetermined threshold, and determining whether the number of frame errors in a partial term in the previous frame error rate measurement is equal to or more than the number of frame errors of the present time, and an antenna 17 or 18 selected based on determination results of the reception state determining means 19 is switched to connect to a communication unit 16.
