PROBLEM TO BE SOLVED: To improve the quality of a color image read by changing a color near to the ground color of a recording paper document to an achromatic color completely. SOLUTION: An achromatic color region having a prescribed spread at the periphery of an achromatic color point having the maximum brightness is set to the color space of pixels for forming color image data; the color of a pixel is discriminated for each pixel for forming the color image data; the color of the pixel is changed to an achromatic color while preserving brightness when the color of the pixel is within the achromatic color region, and the degree of achromatic color is intensified toward the achromatic color region when the color of the pixel is outside the achromatic color region and the color of the pixel is partially converted to an achromatic color so that color on the boundary of the achromatic color region becomes achromatic.
