PROBLEM TO BE SOLVED: To provide a solid-state imaging element having a wide luminance dynamic range for obtaining high-quality images by preventing generation of shading in the horizontal direction and variation in OB reference signal, and to provide a method of manufacturing the solid-state imaging element and an imaging apparatus. SOLUTION: The solid-state imaging element 100 includes horizontal potential barrier regions 17 arranged adjacently with each other along a charge transfer direction of a horizontal charge transfer section 15. For a horizontal charge transfer section 15a for imaging region of the horizontal charge transfer region 15, barrier height HAof the horizontal potential barrier region 17 is set higher than barrier height HNof barrier between the horizontal transfer stages in the adjacent charge transfer stages 23 within the horizontal charge transfer section 15, while for an OB horizontal charge transfer section 15b, barrier height HBof a horizontal drain barrier 17b between the horizontal charge transfer section 15 and the horizontal drain region 19 is set lower than the barrier height HNof barrier between the horizontal transfer stages.
