PROBLEM TO BE SOLVED: To provide a granule filling device and a granule filling method for reducing a stress to granules, reducing a maintenance load and for increasing durability. SOLUTION: This powder filling device is provided with a pressurizing hopper 5 with a powder discharge part 5-2, and an air introduction part 12 positioned above a powder layer 4 surface formed by granules in the hopper. In the condition where the discharge part is closed, air is introduced from the introduction part, the inside of the hopper is pressurized and the layer formed covering the discharge part is discharged. The discharge part is provided with a filter 13 and a degassing/pressurizing device 14. The discharge of the granules is stopped by degassing the power body flow channel of the discharge part by the degassing device.
