PROBLEM TO BE SOLVED: To provide a manufacturing method of a cosmetic composition and an assembly permitting preparation and application of the cosmetic composition. SOLUTION: Provided is a substrate comprising biocellulose and an assembly comprising a powdery cosmetic composition which is at least partially water-soluble and is brought into contact with the substrate. The substrate may be in a wet state or in a dry state. When the substrate is in a dry state, it is rehydrated by an aqueous solution.
