PROBLEM TO BE SOLVED: To improve transmission efficiency in transmitting video data through a plurality of kinds of transmission lines with different transmission rates. SOLUTION: When an intercom master unit 1 transmits video data to intercom secondary master units 2A, 2B and 2C, for example, video data in which each area Rij is composed of I pictures in all frames is transmitted for a transmission line Ls with a relatively high transmission rate. Video data, for example, in which the ratio of I pictures to P pictures in each area Rij of a frame is 9: 16 is transmitted only for two frames between video data in which each Rij of a frame is composed of I pictures to a transmission line Ls with a relatively low transmission rate. An appropriate data amount of video data corresponding to the respective transmission lines Ls therefore can be transmitted, so that the transmission efficiency can be improved.
