PROBLEM TO BE SOLVED: To provide an automatic layout/wiring device and a layout device capable of further reducing power consumption. SOLUTION: When a clock tree is constructed using clock gating cells, the clock gating cells that share enable signals are combined into one; thereafter, the clock gating cell is divided for rearrangement based on the arrangement positions of flip-flops.
