PROBLEM TO BE SOLVED: To appropriately control transfer or fixation in accordance with the surface state of individual printing paper. SOLUTION: A light emitting part 35 is configured to irradiate unprinted paper 41 conveyed to form an image thereon, with light at a prescribed angle. A first light receiving part 37 is configured to receive regular reflection light from the printing paper 41 and output a first measurement signal in accordance with the received light. A second light receiving part 39 is configured to receive diffused reflection light from the printing paper 41 and output a second measurement signal in accordance with the received light. A transfer/fixation control part 13 is configured to output a control signal to control the transfer/fixation of an image onto the printing paper 41 based on the first and second measurement signals.
