PROBLEM TO BE SOLVED: To provide a retroreflective element and device capable of being viewed with light from a long distance and forming retroreflective light by having high retroreflective efficiency, and to provide a retroreflector using the same. SOLUTION: The retroreflective element has paraboloidal mirrors 15, and planar mirrors 17 arranged facing the paraboloidal mirrors 15, and forms a light hole 13 in the center of a bottom part in which light axes of the paraboloidal mirrors 15 intersect. Concerning the retroreflective device 11 in which the planar mirror 17 arranges the retroreflective element 18 arranged on a plane orthogonal to the light axis of a 1/2 focus position of the paraboloidal mirror 15 to juxtapose each light axis in parallel, each planar mirror 17 of the same shape forms one sheet of a continuous planar mirror panel 17a, and each paraboloidal mirror 15 of the same shape forms one sheet of a continuous paraboloidal panel 16.
