<P>PROBLEM TO BE SOLVED: To lessen propagation of block distortion generated at the time of first encoding when decoding an encoded video image signal and further performing reencoding using a different encoding format. <P>SOLUTION: A reencoding apparatus extracts quantized information from video image encoded information superimposed on a video image signal transmitted. The extracted quantized information is converted to a quantized parameter. Deblock filtering processing is performed with respect to a video image signal transmitted from the decoding device based on the quantized parameter.
