TEMPORAL FILTER PROCESSOR, PROCESSING METHOD, AND PROCESSING PROGRAM HAVING MOTION COMPENSATION, AND COMPUTER-READABLE RECORDING MEDIUM

PROBLEM TO BE SOLVED: To achieve filtering while preventing deterioration in subjective image quality even if a region having a fine texture is present in an image to be filtered.

SOLUTION: A motion prediction section 11 calculates maximum and minimum values of motion prediction errors in each block of an input image. A motion prediction error determination section 12 determines that the block is a region having a fin texture when the minimum value of the motion prediction errors is not smaller than a prescribed first threshold TH1 and a difference between the maximum and minimum values of the motion prediction errors is determined to be not larger than a prescribed second threshold TH2. A motion vector switching section 13 sets a value of a motion vector to zero. A filter processing section 14 executes temporal filtering having motion compensation using the motion vector detected by the motion prediction section 11 or a motion vector having a zero value.
