The holder (2) has a cover mounted on a stem of a steering bar on a fork by a standard bolt (1). A separate mounting spring (4) is provided for mounting an accessory e.g. bicycle bell (3), on the holder, where the holder is made of a plastic or metal part by injection molding, pressing or machining operations. The bell and the holder are fixed to the steering bar of the bicycle through the same bolt.
