PROBLEM TO BE SOLVED: To reduce fuel consumption by suppressing racing of an engine when load is eliminated from a heavy load condition in a working machine controlling engine output, based on a plurality of engine speed-output characteristics determined according to different engine target rotation speed. SOLUTION: It is determined whether a load condition of the engine is a lower load condition in relation to operational tool set engine target rotation speed SN set by an accelerator dial value A. When it is determined that it is a lower load condition, reduced control engine target rotation speed LT lower than the operational tool set engine target rotation speed SN is set as engine target rotation speed TN.
