PROBLEM TO BE SOLVED: To effect the automatic initialization or automatic optimization of parameter of a channel for random access in mobile communication system.

SOLUTION: The base station device in a mobile communication system includes a means for receiving a channel for random access which is transmitted from a mobile station device, a means for acquiring the quality of channel for random access by a received report from the measurement of a channel for random access or a report from the mobile station device, a means for computing a channel parameter for random access from the acquired quality of channel for random access and a means for reporting the acquired channel parameter for random access to all mobile station devices existing in an area.
