PROBLEM TO BE SOLVED: To provide an opening section device capable of supplying and exhausting air in accordance with wind situations and achieving highly efficient ventilation on only one side face of a building. SOLUTION: This opening section device is provided with at least two upper and lower horizontal shaft rotary panels 1a, 1b, which rotate in the direction for protruding a lower part side onto an outer side and are opened. The upper panel 1a is provided with a rotary shaft 2 provided at a position where it is eccentric more upward than a middle section in the vertical direction of the panel and a weight 3 above the rotary shaft 2, and the lower panel 1b is provided with the rotary shaft 2 provided at a position where it is arranged in the eccentric position more downward than the middle section in the vertical direction of the panel and the weight 3 below the rotary shaft 2.
