PROBLEM TO BE SOLVED: To provide a water-based adhesive obtaining sufficient cohesive force, exhibiting high adhesivity and having high permeability to a base and a method for producing the same. SOLUTION: The water-based adhesive comprises a polymer particle of a water-based emulsion. A polymer constituting the polymer particle of the water-based emulsion has a weight-average molecular weight (Mw) of 600,000-10,000,000, a gel fraction of≤30%, the difference (ΔAE) between the value of the total acid amount titration and the value of electric conductivity titration of 10-200μeq/g. The water-based adhesive preferably further contains a crosslinking agent. The method for producing the water-based adhesive comprises a process for supplying a redox-based polymerization initiator and a polymerizable monomer to an aqueous medium and polymerizing the polymerizable monomer in the aqueous medium to give the polymer particle of the water-based emulsion and ongoingly and continuously feeding a redox-based polymerization initiator even after completion of the supply of the polymerizable monomer to complete the polymerization reaction.
