<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of appropriately setting a judgement timing of warming-up completion of a fuel cell. <P>SOLUTION: When a starting below the freezing point is carried out, a warming-up completion judgement threshold is set based on the temperature of a fuel cell (system temperature) at the time of starting by a warming-up completion judgement threshold setting part 51c. The warming-up completion judgement threshold is set so that the judgement of the warming-up completion is delayed as the temperature of the fuel cell at the time of starting becomes lower. Then, control of the starting below the freezing point is carried out by a warming-up promotion control part 51a, and power generation is started.
