<P>PROBLEM TO BE SOLVED: To achieve high display quality and low price by reducing a light image in: a light diffusing plate 1 which changes light distribution of emission light by adding two or more diffusing materials of the light diffusing plate 1 to make a surface form in a mat state; and a back light unit and display apparatus using the light diffusing plate 1. <P>SOLUTION: One surface in a thickness direction of the light diffusing plate 1 is made to be a light-incident surface 100 and another surface thereof is made to be a light-emitting surface 101. Two or more diffusing materials are used and surface haze value of the light-incident surface 100 is made to be ≥20% and Sm value is made to be between 20 μm and 300 μm, thereby achieving prescribed reduction of the light image and achieving high quality. By using one diffusing particle of ≤3 μm mean grain size in the light diffusing plate 1, luminance, a light distribution property, high quality or the like can be obtained.
