PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents color mixture in starting a printing operation with a simple configuration, and to provide an image forming method. SOLUTION: The image forming apparatus includes: a plurality of image carriers; a plurality of developing rollers by which electrostatic latent images formed on the image carriers are developed with liquid developers of different colors, in which toner is dispersed in carrier; a transfer body by which toner images on the image carriers are transferred in order by applying a transfer bias; a means for reusing carrier recovered from the surfaces of the image carriers; a development bias application means for applying a development bias to the developing rollers in order to charge uncharged toner remaining on the developing rollers in starting a printing operation; and a means for recovering the uncharged toner from the surfaces of the image carrier after development or from the surfaces of the transfer body after transfer.
