<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical recording medium for manufacturing the optical recording medium having uniform recording characteristics. <P>SOLUTION: A first dielectric layer 12 is formed on one side of a recording layer 13 while a portion of particles emitted from a sputtering target including a metal oxide such as ZnS-SiO<SB>2</SB>toward a disk substrate 11 which is rotated is shielded by a shielding member 50A formed based on a prescribed film thickness distribution. Thereby, the first dielectric layer 12 having film thickness distribution depending on recording characteristics of the recording layer 13 is formed and as a result, recording characteristics of an optical disk 10 can be uniformed.
