PROBLEM TO BE SOLVED: To provide a liquid developer having excellent property to be positively charged and excellent development efficiency using a polyester resin, to provide a method for producing the liquid developer, and to provide an image forming apparatus using the liquid developer. SOLUTION: The liquid developer includes: an insulating liquid; and toner particles mainly composed of a polyester resin. The toner particles contain an amine compound having an amine value of 1 to 100 mgKOH/g as a constituent component, and the content of the amine compound contained in the toner particles is 1 to 10 pts.wt. per 100 pts.wt. of the toner particles.
