PROBLEM TO BE SOLVED: To provide a vehicle seat reclining device capable of relaxing the speed of rising of a seat back by a simpler structure. SOLUTION: The vehicle seat reclining device has a locking part 25a to lock the inner end 45b of a return spring 45 so that the winding center 45A of the return spring 45 is eccentric to a turning center 42A of the seat back 16 to a seat cushion 15. The winding center of the return spring 45 is moved relative to the turning center 42A of the seat back 16 according to the turning of the seat back 16 to the seat cushion.
