PROBLEM TO BE SOLVED: To solve the problem wherein an operation is required for specifying of a block having high correlation from among a plurality of adjacent blocks.

SOLUTION: In this coder which divides a screen into a plurality of blocks and performs prediction coding in the picture for at least main components of the respective blocks, and a position specification part 30 specifies a position of an object block in the screen. A prediction direction determination part 32 evaluates the correlation between the object block and the plurality of blocks adjacent to the object block and specifies the direction of a block to which the object block should refer, according to evaluation results. A predicted value acquiring part 34 acquires the main components of the block located in the specified direction as a predicted value. A differential data generating part 38 generates differential data between the acquired predicted value and the main components of the object block. The prediction direction determining part 32 does not evaluate the correlation but specifies the direction of the block, to which the object block should refer to the preset direction, when the specified position of the object block is at a predetermined position in the screen.
