PROBLEM TO BE SOLVED: To provide a radio communication system which can effectively use a device which has a shortage of resources and free resources of an adjacent device. SOLUTION: A radio communication system includes a plurality of resources allocation devices (SRNC2 and TRNC3) performing an allocation control of resources required for a radio communication allocated between networks. A first resources allocation device (e.g. SRNC2) holds a resources usage rate of a second resources allocation device (TRNC3) adjacent to the first resources allocation device (2). When the first resources allocation device (2) has a shortage of resources, the first resources allocation device (2) selects a resources allocation device (3) which performs a relocation based on a resources usage rate of the second resources allocation device (3), performs relocation to the resources allocation device (3) selected, and performs relocation of the resources.
