PROBLEM TO BE SOLVED: To automatically insert a clock supply stop circuit to a flip-flop (F/F) receiving a prescribed control signal. SOLUTION: A circuit design device has a processor which extracts a F/F receiving a first clock and a control signal from a F/F included in a first hardware description with a circuit described therein, generates a second hardware description in which the clock to be received by the extracted F/F has been changed into a second clock, and generates a third hardware description in which a control circuit for stopping supply of the second clock on the basis of the first clock and the control signal is inserted into the second hardware description.
