<P>PROBLEM TO BE SOLVED: To provide an electrode-electrolyte membrane assembly and a manufacturing method thereof, capable of improving an electric conductivity of an electrolyte membrane on the electrode. <P>SOLUTION: The electrode-electrolyte membrane assembly (50) includes an anode (10), a mixed-conductivity type first electrolyte membrane (30) arranged on the anode and having electron conductivity or hole conductivity, and proton conductivity, and a second electrolyte membrane (40) having proton conductivity. A grain boundary resistance of a mixed-conductivity conductor forming the first electrolyte membrane is smaller than a grain boundary resistance of an electrolyte forming the second electrolyte membrane.
