<P>PROBLEM TO BE SOLVED: To improve transmission efficiency in transmitting video data through a plurality of kinds of transmission lines with different transmission rates. <P>SOLUTION: A control part 13 of an intercom master unit 1, for example, transmits all I frames FIn and P frames FPn belonging to first and second groups for a transmission line (a transmission line connected to an intercom secondary master unit 2A) Ls with a relatively high transmission rate, and transmits only I frames FIn and P frames FPn belonging to either of the groups for a transmission line (a transmission line connected to an intercom secondary master unit 2B and a transmission line connected to a radio adapter 5 (a radio intercom secondary master unit 2C)) with a relatively low transmission rate.
