PROBLEM TO BE SOLVED: To provide a home-use base station apparatus that can set up the right of access from a terminal to a network in a base station and that allows only the access by the relevant terminal. SOLUTION: An up signal system 60 of a base station is provided with an authentication section 66 and an access right setting section 67, and provided with a change-over switch 65 for switching between setting of an access right and authentication processing. If a user performs registering operation of an access right for the base station, then the change-over switch 65 is switched to a side of the access right setting section 67. The access right setting section 67 performs authentication processing by using a terminal-specific code sent from a terminal; and if the authentication can be carried out successfully done, then the terminal-specific code is registered in an authentication memory. Thereafter, the change-over switch 65 is switched to a side of the authentication section 66 to perform authentication of a terminal using a terminal-specific code registered in the authentication memory; and if the authentication can successfully be carried out, then the terminal is connected to an upper-level hierarchy, or otherwise if the authentication cannot successfully be carried out, the connection with the upper-level hierarchy will not be executed.
