An apparatus for implementing a virtual user interface and a method thereof are provided to enable a user to conveniently input keys without a separate sensing unit such as a sensor. A virtual user interface device(100) photographs an image, and then displays an inputted virtual keyboard image and inputted characters. A terminal(110) can communicate with a virtual user interface device. The terminal comprises a memory unit(113), an image extracting part(115) and a controller(111). The memory unit stores the virtual keyboard image having a plurality of character input regions, and a plurality of input request characters for setting the positions of each character input region. The image extracting part extracts an input means image from the photographed image. The controller maps the extract input means image to the virtual keyboard image, and then outputs the mapped result to the virtual user interface device.
