A reformer for a fuel cell is provided to prevent durability deterioration by setting a low reaction temperature of 500°C or less and ensure an excellent reforming effect with a small amount of a platinum-group element. A reformer(30) for a fuel cell comprises active components including a transition metal and a platinum-group element and a carrier including the active components and zinc oxide. The transition metal is selected from the group consisting of cobalt, copper, nickel, and iron. The 5-20wt% of the transition metal is included on a total weight basis of a reforming catalyst.
