<p><P>PROBLEM TO BE SOLVED: To provide a system that evaluates whether an intervention service provided for health promotion is appropriate and, with the evaluation result, determines the quality of the intervention service. Ž<P>SOLUTION: The system comprises an integrated database server 100 having an insured database 101 storing healthcare information on the insured, an intervention decision support device 200 for reading in the healthcare information on the insured from the insured database 101, and deciding intervention target information about an intervention target in need of healthcare intervention from the insured and deciding intervention support information supporting the health promotion of the intervention target, and an achievement evaluation device 300 for capturing application achievement data indicating the achievement of application to the intervention target based on the intervention support information, and healthcare information to evaluate the intervention support information decided by the intervention decision support device 200.
