A Hangul input processing method using a touch screen and a Hangul inputting apparatus are provided to simplify and layer the arrangement of consonant keys in a virtual keyboard type, and design the arrangement of vowel keys in the heaven(.), earth(eu) and man(i) type so as to be suitable for the touch screen. A sensor(110) senses an input on a touch screen(150), and then outputs information about a selected key on a vowel key display unit(120). If the sensor detects the first input for selecting one of consonant keys displayed on the touch screen, a vowel key display unit outputs an instruction, which commands to display vowel keys including the heaven(.), earth(eu) and man(i) keys around the selected consonant key, on the touch screen. If the sensor detects the second input for selecting one of vowel keys, a decision unit(130) determines the consonant for the first input as the initial sound and the vowel for the second input as the medial of a Korean orthographic syllable, and then outputs the determined character.
