A system for converting the authentication of an automatic transaction apparatus is provided to change the setting up of the automatic transaction apparatus by performing the financial transaction based on magnetic data memorized in the magnetic stripe of a card when a failure is generated from a basic authentication server. An automatic transaction apparatus(11) comprises a card treating unit and a client manipulation unit. The card treating unit reads and writes magnetic data of a magnetic stripe and IC. The client manipulation unit receives the manipulation of a client of a financial institution. The client manipulates the automatic transaction apparatus to perform the financial transaction. A basic authentication server(12) is connected to the automatic transaction apparatus, and then performs the basic authentication based on authentication information included in the IC data. A monitoring server(16) is connected to the basic authentication server and automatic transaction apparatus to monitor them.
