<p>A method for introducing paging reception into reception rate queuing operation for UE entering a paging state and an apparatus thereof are provided to secure the continuity of a call paging service for performing paging reception by the UE. When entering the standby state of a paging state and a queuing operation corresponding to a radio resource control, an apparatus for introducing the paging reception performs an operation corresponding to the paging reception according to an update procedure(402). A control channel is selected for receiving a paging message according to system information broadcasted by a service cell of the user apparatus.
