A cadastral topographic control surveying device is provided to prevent an indicating pin, in which a cadastral topographic control point is indicated, from external force by consisting of a base portion and a cap portion. A cadastral topographic control surveying device comprises: an indicating pin(100) in which a cadastral topographic control point(110) is indicated; a base portion(200) composed of a base(210) in which the indicating pin is fixed and a base protecting duct(220); a protecting duct(410) mounted in the upper end of the base protecting duct; a cap(430) in which a cap hinge portion(432) and a cap locking unit(431) are equipped; and a cap portion(400) including a cap coupling(420) which is installed in order to mount the cap on the protecting duct.
