PROBLEM TO BE SOLVED: To provide an outside-air cooling device small in size, low in facility cost, easy in moving, and capable of efficiently cooling outside-air and a building. SOLUTION: In the outside-air cooling device, heat exchangers 5 through which to pass ground water are attached to an air inlet 10 and an air outlet 11 of an air blower 1, and a spray nozzle 9 of a power injection pump 12 for spraying tap water is attached to the air outlet 11 of the air blower 1 along the blowout direction, to spray mist of tap water along with heat-exchanged cold air from the spray nozzle 9, thereby cooling outdoor-air by the heat of vaporization.
