PROBLEM TO BE SOLVED: To provide: a zoom lens that can shift images and still implement high image formation performance with a compact size; an optical apparatus; and an image formation method. SOLUTION: A first lens group G1 which is disposed closest to an object side, out of a plurality of lens groups, has a positive refractive power, and comprises an optical path refraction element P refracting an optical path and a plurality of lens components (for example, lenses L11 and L12) disposed closer to the object side than the optical path refraction element P. The plurality of lens components include at least one positive lens (for example, lens L12) that satisfies a condition shown by an expression:νd>50 when the Abbe number with respect to the d-line is defined asνd, and at least one (for example, third lens group G3) of lens groups disposed closer to an image side than the first lens group G1 can move in a direction nearly perpendicular to an optical axis as a shift lens group or part of lens components constituting the shift lens group.
