<p><P>PROBLEM TO BE SOLVED: To provide a water leakage monitoring system capable of evaluating water sealing performance of a joint portion of a water sealing material, and a water leakage detecting method. <P>SOLUTION: A female joint portion 102b of a first impavious panel 102 is engaged with a C-shaped cross-section male joint portion 102c of a second impavious panel 102 which is inserted into the female joint portion 102b, so as to construct a joint portion 106 with impaviousness. An optical fiber cable 105 is installed in an engaging portion 107 which is formed from between an inner peripheral surface 102e of the male joint portion 102c and an inner peripheral surface 102f of the female joint portion 102b, and between a leading end of an outer peripheral surface 102g of the male joint portion 102c and the inner peripheral surface 102f of the female joint portion 102b.
