PROBLEM TO BE SOLVED: To establish a connection between a telephone terminal as a calling side and a telephone terminal as an expected arrival side more rapidly and securely when a connection based upon a calling request from the telephone terminal as the calling side is not established in an IP (Internet Protocol) telephone system. SOLUTION: In the IP telephone system, if establishment of a session for a calling request from one terminal (terminal A) ends in failure, the SIP (Session Initiation Protocol) server transmits an INVITE message to both the terminal as the expected arrival side and the terminal as the calling side ([19]Invite, [20]Invite) when the terminmal (B) as the expected arrival side enters a resist state at the calling request, so that a session is established between the terminals (terminal A and terminal B).
