PROBLEM TO BE SOLVED: To provide a traveling control plan creation device for creating a traveling control plan for controlling traveling under the consideration of the stop request of a driver. SOLUTION: A traveling control plan creation device 10 for creating a traveling control plan for controlling the traveling of a vehicle while being interlinked with a signal is provided with a stop request level detection part 11 for detecting the stop request level of a vehicle requested by a driver; and a traveling control plan creation part 14 for creating a traveling control plan so that the stop time of the vehicle at a traffic signal can be made longer when the stop request level is high than the case that the stop request level is low. Thus, it is possible to make the vehicle quickly reach the traffic signal, and to lengthen a stop time when the stop request level is high by controlling the vehicle based on the created traveling control plan. As a result, it is possible to lengthen the operation time of an in-vehicle unit 30, and to complete an operation which has not been completed.
